The UAE Ministry of Finance (MoF) enacted Ministerial Decision No. 244 of 2025 to establish the legal and administrative architecture for national electronic invoicing. In May 2026, an official amendment adjusted the ASP appointment deadline for Phase 1 businesses (annual turnover of AED 50 million or more) from 31 July 2026 to 30 October 2026.
Crucially, the mandatory go-live date did not move. Phase 1 entities must still exchange live structured e-invoices starting 1 January 2027. This compression narrows the window for ERP API development, data remediation, and user acceptance testing (UAT) to approximately nine weeks.
Unlike clearance systems operating through a central government portal (such as ZATCA in Saudi Arabia), the UAE has implemented a decentralised five-corner model governed by the international Peppol framework:
Independent gap assessment, ASP vendor selection matrix, and ERP integration roadmap tailored to your finance operating model.
